Livingston Trap-Neuter-Return (TNR) Program Trap-Neuter-Return (TNR) is the most effective and humane way to reduce the community cat population while improving the health and welfare of outdoor cats. Our volunteers humanely trap community cats, transport them to a veterinary clinic where they are spayed or neutered, vaccinated against rabies, and ear-tipped. Once they have recovered, the cats are returned to the outdoor location they call home. An ear tip—the safe removal of a small portion of the left ear while the cat is under anesthesia—is the universally recognized sign that a community cat has already been altered. Become a Colony Feeder Community cats rely on dedicated volunteers who provide them with food and fresh water each day. You don't have to commit every day—even helping just one day a month makes a difference. Taking an occasional feeding shift gives our regular volunteers a much-needed break. The first question isn't "Who can take them?" It's "How can we help them where they are?" If you've found community cats or kittens, we may be able to provide information, resources, or guidance to help you determine the best next step. Because we are a small, volunteer-run program, we cannot accept cats or kittens for surrender or intake. The more you are able to participate — whether by trapping, transporting, providing temporary care, monitoring a colony, or helping coordinate spay/neuter — the more options may be available.
